Howard is completely correct about the original meaning of the Second Amendment, and might have gone on to say that since the Constitution originally constrained only the federal government, any state might have restricted gun ownership to the extent it pleased, up until the ratification of the Fourteenth Amendment. But the Fourteenth Amendment was ratified. And then, as I said, there is a great deal of precedent from older decisions, that cannot easily be rejected.<br /><br />And politically there is the unfortunate truth that gun regulation is mixed up with what passes in the US for class conflict, with a great deal of distrust and contempt on either side of the division.
